Tri-County Golden Ladies Softball

League Rules

1.0 Game schedules and times: 

    1.1 Regular scheduled games shall be played on Wednesday at 2:00 P.M. and   Saturday at 10:30 A.M.

           When two games are scheduled on the same field,  the Wednesday games will be 1:00 P.M. and 2:30 P.M.              and the Saturday  games will be 10:30 A.M. and 12:00 P.M. If a field conflict occurs, a mutual   

           start time, between managers, can be used.  Games will not be played if the temperature is below 50                   degrees. If  possible, the cancelation will be make 2 hours before game time. 9/30/2013

    1.2 Make-up games will automatically be rescheduled to the next available  make-up date. If no make-up                    dates are available, the games must be  made up if the results would impact any team's position

           in the final standings. It is the responsibility of the home team manager of the game     

           that was postponed to find a mutually agreed upon date to make up the  game.

           The make-up date does not have to be a regular scheduled play  date. Games should be postponed only if              the field is unplayable, or the   weather presents a safety factor. Games may not be postponed because                of a lack of players since you only need 9 players to be legal and you can   borrow from your opposing                      team. If a team has less than 9 players then  they must forfeit the game, (see playing rules

    1.3 Managers must notify opposing team by telephone followed by an e-mail   message (copy to Chairperson)            that they have less than 9 players and  have to forfeit the game. 

     2.0 Rosters: Guidelines for team roster format can be found on the Tri-County            Ladies website                                 ( www.TCGLSOFTBALL.com). 10/1/2012  All Managers must have all team players sign the Player Waiver,             Release  of Liability and Indemnification Agreement. These forms can also be found   on the website. 

    2.1  There is no limit to the number of players allowed on a team roster as long 

        as all players meet the requirements described herein. 

    2.2  A copy of the team rosters must be submitted to the League Secretary 

            and Chairperson for approval, and to each Manager at the meeting   immediately preceding the start of                    the season. As players are added or taken off, new team rosters must be prepared and given to each                     managerand to the Executive Board. 

            New players may be added to the roster at any time provided that they  meet the requirements herein.  A             copy of the new player’s drivers license  must be submitted to the league secretary before player is on the             official  roster and eligible to play.    9/30/2013 

 

    2.3     A.  Players must be residents or renters in a member community,   or from   Free Agent Pool. 9/30/2013

    2.4 If a player moved from one member community to another, the player   may complete the season with                 the current team or transfer to the new   team. If a player moves to a non-league community she may stay            with her  team until the end of the season. 

2.5 Players must be 50 years of age to play in the Tri-County Ladies League 

        on or before October 31st of the fiscal year. (Our fiscal year is from 

        November 1st to October 31st.) 

    2.6 Players must play five (5) Tri-County League games to be eligible to 

        play tournament. Exception: If because of rain and game cannot be made 

        up, players will be treated as if they had played. Players added to a roster 

        less than 30 days prior to tournament are not eligible for tournament play. 

    2.7 A community that wishes to become a member must apply to the   Board.    9/30/2013

    2.8 Communities with more than 1 team in the League may only use players 

           from their own approved rosters. They may not borrow players from their 

           other community teams' rosters. EXCEPTION: When 2 or more teams  from the same community are                      within  the same division and one team has   9 players, then they can borrow from the opposing team. 

    2.9   Free Agent Pool.    9/30/13

          A. To Be eligible for Free Agency

               1. Must meet all  TCGL player eligibility rules    

                2. Player is not on the current official TCGL team roster

                3. If a player is on a current official TCGL roster, she must have a   written release from her current                                manager    

                4. Signed up on the TCGL Website Free Agency List                       

        B. To Draw From Free Agency Pool

             1.  Established team with less than 15 players.     

              2.  The maximum Free Agents a team can have is six(6).

              3.  The manger will select a player from the list and contact the Free  Agent Player. Player has the right of                      refusal.         . 

               4. The manager will  submit to the executive board the free agents  taken from pool and Submit new                          roster showing free agents  marked (FA) and copy of their drivers license to the league  secretary.               

        2.9 A  All outside players and sister communities players on the official roster for  2013-2014  are                                        considered permanent members of that team, unless   released by written authority of the manager.                      9/30/13

     

3.0 Umpires: 

    3.1 It is the home team responsibility to provide one (1) or more umpires 

        for each game. Umpires can not be on the roster of either league team. 

    3.2 Umpires are instructed by the Board to eject players from a game if they 

        make any derogatory remarks or threats toward any umpire, manager, 

        player, coach or spectator. 

    3.3 A pre-game conference consisting of the umpire(s) and managers of both 

            teams is required prior to the start of the game. 

    3.4 Both managers have a duty to bring to the umpire(s) attention, a call that 

           is made that does not agree with the Tri-County ladies rules. 

    3.5 All managers should provide their umpire(s) with a copy of the Tri-County  rules as well as a copy of the                  rule differences between Tri-County and  Sun-N-Fun. (Each of these appear on the Tri-County website.) 

    3.6 Umpires must make a pre-game check of the legality of bats. All bats 

             must be on display prior to game time. 

 

4.0 Home Field Ground Rules/Playing Field 

        4.1 Home field ground rules take precedence over Tri-County League rules 

                 and are to be observed. 

        4.2 Scoreboards must be provided by the home team. When an electronic 

               scoreboard is inoperable, the Umpire will confirm the score with both         teams after each half inning. 

        4.3 Bat racks must be provided by the home team and must be outside of 

               the dugout. 

        4.4 The playing field shall be laid out in accordance with the field diagram 

                on the Tri-County Ladies website including: 

               2 bases (single double base or 2 separate bases at first). 

               A commitment line 20' from home plate between 3rd and home. 

               A separate scoring home plate. 

                A runner's line, five (5) feet behind a line from 3rd base to home plate. 

                 A pitcher's box. 

 

5.0 Equality 

    5.1 All teams in the Tri-County Golden Ladies Softball League shall have 

        equal rights, and will be treated as such by Board Officials, Managers,   players and spectators. 

 

6.0 Good Sportsmanship 

    6.1 As a participant in the Tri-County Golden Ladies Softball League each player  manager& coach agrees to                 conduct themselves accordingly on and off the  field. If a player, manager, coach or spectator makes any                insulting remarks  about any opposing player, umpire, manager, coach or spectator they  should be                           ejected from the game. If the person continues to make   repeated remarks against any of the above,                    then she/he should be  brought before the Sportsmanship Committee. 

    6.2 High and low pitches can be called at the discretion of the umpire without 

           argument from any player. 

    6.3 Only a team manager or her/his appointee can call a time out to discuss 

          any situation with the umpire. If there is an appointee, then that person   should be named at the pre-game          conference with the umpire (s). 

7.0 Uniforms: 

        7.1 All teams must have matching shirts. The shirts must have a number on 

                the back, at least 6 inches high with no duplicate numbers. 

        7.2 Sponsors for teams are acceptable and teams may be identified by a   sponsor name and/or community                name. Rosters should clearly identify  this. 

        7.3 Protective helmets and/or face masks, chest protectors and any other   protective equipment may be                  worn by any player. 

8.0 Protests: 

    8.1 Only managers or acting managers may consult the umpire over rule 

            interpretations. Protests will not be considered if they are based solely on  a decision involving the accuracy             of judgment on the part of the umpire. 

            There are three (3) types of protests: 

        A. Misinterpretation of a playing rule - must be made before the next 

            pitch or, if on the last play of the game, before the umpire(s) leave 

            the field. 

         B. Illegal substitute - must be made while they are in the game and 

            before the umpire(s) leave the playing field. 

        C. Ineligible player - can be made any time during or after the game. 

            Eligibility is the decision of the League Protest Committee. 

    8.2 The team scorekeeper will make a notation in the scorebook when it is 

            determined that a protest is being filed, with careful attention to all  pertinent facts and details.     

     8.3 Managers from both teams should contact the League Vice-Chairman 

             before the next game is played and she, along with her committee will  attempt to settle the dispute. 

    8.4 Should a member of the Protest Committee also be a member of either 

             team involved in a Protest, the Chairperson of the Protest Committee shall 

               appoint a replacement. 

 

9.0 Reporting of game Results: 

    9.1 The home team manager is responsible to ensure that game reports 

        are sent to the Tri- County website at TCGLSOFTBALL@GMAIL.COM          by the end of the day.  9/30/2013

        Guidelines are provided on the web page. 

    9.2 The home team manager is also responsible for reporting postponements, 

        cancellations, and forfeits and any other schedule changes to the 

        website as soon as possible.
